Romanian intelligence (SRI) reportedly stated it has identified a Russian-led diversion network connected to the September 14 fire at the Carfil industrial site near Brasov. The agency claims the group, coordinated from Russia and including nationals of former Soviet republics living in the EU, was tasked by Russian handlers with selecting military targets across the region. Recruitment reportedly began online with offers for surveillance or photography, escalating to arson when refused through blackmail involving financial debts or criminal records. Authorities in Romania and other European nations are currently investigating the suspects.
